Welcome Screen and explorer fail?

When I start my computer, and try to log on to any of the accounts, the
welcome screen disappears and my desktop appears. There is no task bar,
start button or icons; after, it automatically logs off.

Well maybe this will get you in. At boot up, before white
line go across, hit F8 When you see the message Please
select the operating system to start, press F8.
Use the arrow keys to highlight the appropriate safe mode
option, and then press ENTER. Login in to admistrator
account. Reply yes to fit it screen. Wait to all icons
are fullfilled Then restart the computer. It will save
your settings and maybe you'll have a proper boot up.

I tried that, windows explorer is just not working, is there any way to
system restore? (besides through the desktop)
