Welcome Sceen (Desperate;y Seeking Help)

Cannot revert to 'welcome screen'. When I try to do so in the control panel I
get the following message: "A recently installed program has disabled the
'Welcome Screen' and 'fast User Switching'. To restore these features, you
must uninstall the program. The following file name might help you identify
the program that made the change: 'ginamsi.dll'.
This file is in windows system 32 and cannot be deleted. Help! Help!1
Help!!! Please
