Weird problem about bracket of 1000s

I don't know the technical translation of it but I have problems with
Excel's 1000's bracket function.

I don't know why, it start acting weird for some days

The problem is : Lets say, a cell contains a big number like 10000000

I want to see it as 10.000.000

To do this, I normally

1- select that cell
2- right click and choose "format cell"
3- select "number"
4- Arrange tenth round number ( or equal to this in english office ) from 2
to 0
5- And select "use brackets of 1000 (,) " ( or whatever meaning like this,
in turkish version I use )

This makes cell looks like 10.000.000 or 221.345.445.66 etc.

This equals to #.##0 in user selection phase normally.

But now, this procedure is not working

Even I do the same things, by writing 10000000, I get result of 10000000.0
instead of 10.000.000 etc..

And when I check the cell format , it does not stay in "number" section and
change to user selection, choosed #.##0

In number place, "example" also shows 10000000.0 instead of 10.000.000 and
in negative numbers selections, it should say "-1.234" but now it says
"-1.1" or something like this.

I hope I could explain my problem.

Can you please help me to solve this problem and tell me why this happened ?

NOTES
1- There is no virüs in my system. I checked for macro viruses many times
with many antivirus programs
2- I have uninstalled all the office, delete program files/office directory
and registry "office" keywords and than reinstall office. Even this does not
work
3- I have installed office with the same Office CD in another computer of
mine for trial, it worked fine there. Also, ý was using excell for a long
time without this problem before. So my Office installation is fine also

The only thing I can think of is to check the Global settings of you
computer in Control Panel to see what is there for number formatting
