First step is to purchase and install Front Page.
Windows XP, Home or Pro, do not include any part of Front Page.

Windows 98 and possibly Windows ME included a very basic version called
Front Page Express.

Hi Lawrence,

Go to your local software outlet, purchase MSOffice with Front Page or
Publisher, or a stand-alone copy of Front Page. Install it, then use it to
create your pages. Front Page is not included with the Operating System, it
is add-on software. You may be confusing it with Front Page Express, a
cut-down version that was included with Win98. This is not the case with
WinXP.

1) Go to store/shop that sells computer software.

2) Purchase either Microsoft FrontPage or an edition of the Microsoft
Office suite that includes it.

3) Return home.

4) Insert installation CD in PC's CD drive and follow the on-screen
prompts and instructions to install application and desired additional
features.
