Text / font Changes Style after publishing

When I have designed a wesite page with a particular font how do I keep it
showing that font I designed it in when the person viewing the website does
not have the font installed on their computer?

You don't, users must have any font that you use on a web page, installed on their viewing device.

FYI: There are options for download a font from a web page to a user's machine, but it is up to
users to allow the fonts to be installed. Many users will not allow content to automatically be
downloaded.

Is there anywhere within the microsoft website that list standard fonts as
installed on most systems running XP?

You might try an image for a few words in your desired font.
