Some websites I access have red (x)'s where the hover
buttens are, making it impossible to view the links. My
operating system is XP, I didn't have this problem when I
ran Win. 98. Appreciate any help.

"Hover buttons" can be implemented via a variety of technologies -- Java,
JavaScript, CSS, DHTML and Flash come immediately to mind. There are probably
others.

Without an example URL (so we can see what is not working for you), there is
no way to answer your question.
