weblinks do not open up

[What The!!!]

Whether in IE6 or outlook express, when I am on a web page, and I click on a
link to a web page now, nothing happens. Instead of either opening up the
new web page, or creating a new web page and going to it, nothing happens
now. I am using winxp, and haven't recenly changed anything on my pc. Any
suggestions would be appreciated.
