Unable to open shortcuts in separate windows

Hello,
I'm using IE6 with XP on a network (upgrading to version 7 is not an
option). If I try to open a second web shortcut it loads into the same page,
instead of a new window. If you right click on the shortcut the option for
Open in New Window doesn't work. Nothing happens when you click it.
The Reuse same window option in Advanced is unchecked and AllowWindowReuse
within HKEY_USERS is set to 0. Also pop up blocker is turned off.
Any ideas on how I can can back to opening my shortcuts in seperate windows?

I forgot to add, it's SP2 and I don't have Google/Yahoo toolbars added

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".

Also, if you have Yahoo Companion, Google toolbar, MSN toolbar, a firewall,
Earthlink (or another pop-up blocker) My IE2 (a shell for IE) etc.
Yahoo Companion is a very common cause.

You'll have to turn off the feature that's blocking new windows or, perhaps,
uninstall the program (especially uninstall Yahoo Companion).

With some programs of this type, using Ctrl+click or Shift+click will allow
a new window.
