Web sites cookies won't work

A financial web site needs cookies to run. I have gone
in "tools" and have the settings on low and the web site
still says that the browser won't accept cookies. How do
I make this work. It has worked once before.
 
You could have a corrupted Cookie file or Cookies Folder. Delete all
cookies.

If no joy, delete the cookies folder. Reboot the computer and let Windows
recreate the folder.
