Site settings keep getting wiped out

To install the FIOS Internet service, the Verizon tech had to restore all IE6
settings to the default. That wiped out all my cookie settings for the sites
that I saved. But now, when I add a site and choose to block or allow
cookies, my changes aren't saved for more than a day or so. One day, I
visited literally dozens of sites and allowed or disallowed cookies for each
of them. The following day only my settings for Verizon remained. It's been
doing this every day now and it is very frustrating an annoying because I
don't accept cookies from any site except those that are known to me and
require cookies to work. I need some help in figuring out how to restore the
former behavior of IE6 on this machine. I don't even know where to begin to
look. If I search for any of the words to describe this situation I get all
kinds of topics that have nothing to do with the trouble I am having.

One or more options/settings in an ever-growing number of third-party
applications may be disallowing the changes from "sticking." These include
anti-spyware applications (e.g., Ad-aware's Ad-Watch, Spybot Tea Timer,
SpywareBlaster, SpySweeper, Spyware Doctor, CounterSpy, WinPatrol, etc),
anti-virus applications & security suites (Norton, McAfee, ESET/NOD32,
Kasperky, Trend Micro, etc.), and third-party firewalls (e.g., Zone Alarm,
etc.).

Note that temporarily disabling the application(s) or rebooting into Safe
Mode may not disable the application's system protections.

I seriously doubt that this is the case. Nothing changed on my system except
the change of ISP.

Think again or try System Restore (which might hork your FIOS connection) or
call the Verizon tech & have him fix it.

QED: What Verizon(/Yahoo) software did the tech install?

QED: What anti-virus application or security suite was installed (and was
your subscription current) before the tech fiddled with things and install
the Verizon(/Yahoo) software?

- Avast AV (no changes before or after FIOS installation)

- No Verizon software other than its connection wizard, which appears to
have been used only for the install.

What, specifically, do you think is wrong with the regsitry? What key(s)?
What value(s)?

Just doing a restore or letting an application as unpredictable as Norton's
go to work on it is a recipe for disaster.

Not so. I sat right beside him and he asked me to approve all Verizon's
offers of free software, toobars, applications, etc. I approved nothing. All
he did was restore the Tools-Internet Options default settings on the
Security and Privacy tabs. He did one thing at a time and let me check out
the system after each change. This is exactly where the problem happened.

Since my initial post, I have upgraded to IE 8 -- and I am still seeing the
same problem. If I click on the "sites" button, all the URLs I saved
yesterday and this morning have been wiped out.
