Web Site Construction tools

Can someone recommend a site where I can obtain good/free web page
construction kit/information? Also, I am completely new to this. My IPS
provides space for a personal web page, but no suggestions or tools on how
to construct one-other than saying I can upload files to my new web space by
dragging and dropping files from folders on my hard drive to the ftp web
page. My ISP did recommend "CoffeeCup Free HTML, but when I went to CNET to
download it, the reviews were so bad that I changed my mind.

I recently started using TSW Webcoder. It's a free html program from
the below link.

I installed tswWebcoder today and really like it especially the quick
view of resolution.

I also installed htmlGate and tried it as well and am undecided on which
I like best.

I also found html goodies a good starting point as already mentioned by tf76

and then I followed it up by going here
http://www.w3.org/

You can make web pages with WYSIWYG programmes but I think in the long
run you are better off to learn the html code. Some of the programmes
mentioned here allow you to do both. You also want to learn CSS. With
programmes like tswWebcoder (and others) you can use single or double
clicks to insert the code you want so you don't have to type it all out.
