No you can't with a home edition. Only Pro have IIS which can host websites.

You can do this only if you have a web server running on your XP home
machine. Microsoft's IIS web server, which is included with Windows XP
Professional, is not able to work on XP Home.

However, other web servers are available, including the Apache web
server (www.apache.org) which is very popular.

I presume you are looking to do this via your ISP internet connection.
Some ISP's prohibit their customers from serving web pages from their
own PC's. Check for these restrictions, if any, with your ISP.

Sure u can, you can use Apache to do this. If you are new
at setting up an Apahce server check out this project on
SourceForge called ServCD. -
http://sourceforge.net/projects/servcd/ - all u do is
unrar it and put your webpage in the WWW folder, then run
Start.bat to start the server.
