"Web server does not have SharePoint Services installed"

I have 2 PCs with (I think) identical FP2003/IIS/Win2K installations. One
works fine when I create a web site on my local LAN while the other won't
allow creation of a diskless web. I get the above message. What am I
missing?
 
What type of web are you trying to create? Some of the features require
Windows SharePoint Services 2.0, which are only available on Win 2003 Server
platforms.

Just using the 'one page web site' wizard to figure out what's up. Can't get
past this on the problem PC. Happens even when I change the config from
'default' to 'custom' and disable the SharePoint Services. Never had this
problem on the 1st PC.
