Web page not available offline

Hello
Whenever I turn on my computer a window pops up with the following messag

"The Web page you requested is not available offline
To view this page, click Connect

Although I tried to get rid of it by removing spyware from my computer, it doesn't work. (I have used bulletproof and lavasoft software). My computer currently doesn't work, because when I move the mouse pointer over "Start" at the taskbar it appears to be busy so the Start menu wont open

Any ideas

Check your startup settings to find out what is causing this.
