Web page links pop up a blank window that wont load HTML

Hi

I am runnung Windows 98SE and IE6 SP1 with 128.

I removed BHO cop and run Spy Bot S&D every day.

I noticed that web page links that open a _blank window
just sit there, the globe turns but no data is diaplayed
and the window wont time out and fail.

I have disabled my pop up blocker ... same problem.

I have checked all of the settings on my work PC that does
diaplay link pop ups and mirrired them on my home PC but
that didnt help.

I am using a cable modem with RCN as a ISP and a linksys
dsl/cable router 4 port with the latest firmware.

Can anybody PLEAE help me ?

PS One of my domains has link pop ups http://ipst.com but
my home PC wont display them
