Web page access problems (secure site/ActiveX)

Whenever I try and access a secure site e.g.
www.paypal.com and select log-in I get "This page cannot
be displayed".

The Internet Options security is set correctly. This
problem has just started recently.

Anyone got any thoughts on what else I should check.

NOTE: when I go to the Windows update page it warns me
that "Your current security setings prohibit running
ActiveX controls on this page." Again I've checked the
security setting of internet explorere and all the
ActiveX options are enabled?
