I see a template for a blog in FP2003. I need Share POint
Services on the Server. Is this common now with hosting
companies to support this if they support FP?
How can I develop a blog locally before publishing it to a
Share-point-enabled host?
Any suggestions for going about this?

Only available with Windows based web host running Windows 2003 server, and only then if they choose
to support Windows SharePoint Services.
