Web homepage problem

I cant seem to issue a homepage to my browser. It
says "This opweration has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator." and I am the so called
administrator. I cant get into the internet options from
the browser, but I can get into it from the control
panel. But even when I open it, it still wont let me
edit the Homepage. The homepage is messed up too, this
site with a lot of pop ups. THanks for any help.

It sounds like you've got spyware/malware on your computer. Remove
spyware with Spybot Search & Destroy from www.security.kolla.de and
Ad-aware from www.lavasoftusa.com. Be sure to update these programs
before running them. It is best to run antivirus and spyware removal
tools in Safe Mode. I assume you've got a current (post-2002 version
using updated definitions) antivirus installed. If you don't have one,
you should get one asap.

It could be the anti-spyware program installed on your computer.

Spybot Search and Destroy has an option to lock your homepage (among other
things) in the Immunize option. Uncheck them, change your homepage in IE,
then recheck the options to lock them again.
