Web document tab missing from internet shortcut properties

IE v6.0.2800.1106 SP-1
Windows 2000 SP-4

When you go to Favorites-->Organize favorites. Right-
click a favorite link and select properties, you should
get a tab called "web document" with the other two tabs
where you can modify the URL for the link. This tab is
missing.

All I get is General and Security. I cannot find a way to
make the third tab appear.
