Web Configuration Directories do not get Imported

Please help, I am uploading from frontpage 2002, file, open web, my
network-web info, user name etc. Then going to windows explorer and dropping
the files into the contents and folders, but it says " directories containing
web configuration information will not be imported". I am then left with no
nav bars, theme etc. If I go to file, publish web it says I do not have a
frontpage extensions ( I have been reassured by the server people that I
have) Threw publish it does not put them in the right file either. I am
really stuck.

Your question is a little confusing - I am not sure if you are
uploading to a server, or importing files into your own PC.

To transfer navigation information from one FrontPage web to another
you must Publish the web. If the destination web is server based
(that is- on a web server) the publishing method must be http, and the
server must have the FrontPage extensions running.
You are correct that FTP will break the extensions.

If you can open a web in FrontPage, then the extensions are running.
The web you are getting the files from should be opened in FrontPage
and published - dragging the files in using Windows explorer is the
same as Importing - navigation, shared borders and include files will
not be imported correctly, if at all.
