We are trying to save money and go back to dial-up. We have 2 computers,
1 has XP and the other has W98se. I know a little about networking. Our
biggest hang up is, does the host computer need to be powered up for
both for the guest computer to be on the internet, and can either
computer be the host? Right now we are using a DSL modem with a router.
We have all the components for dial up just need to program them where
the guest computer can be online without the host computer powered up.
Thanks in advanced for your help.

Yes, of course :)
and

Yes, but I'd run ICS on the WinXP box rather than the 98 one.

Can't, if you use ICS, unless you want to configure a dialup account on this
computer as well & plug the modem in.

You might google for "analog modem router" - I haven't seen one for a while,
but I'm sure they exist - ebay might be helpful. This would mean you don't
have to use ICS at all, which is probably better.

Dialup compatible routers:

Netgear FR328S (wired):
<http://www.netgear.com/products/details/FR328S.php>

Netgear FWG114P (wireless):
<http://www.netgear.com/products/details/FWG114P.php>

SMC SMC7004ABR (wired):
<http://www.smc.com/index.cfm?event=viewProduct&localeCode=EN_USA&pid=858>

SMC SMC7004AWBR (wireless):
<http://www.smc.com/index.cfm?event=viewProduct&localeCode=EN_USA&pid=881>

USR USR8000A (wired):
<http://www.usr.com/products/networking/router-product.asp?sku=USR8000A>

USR USR8022 (wireless):
<http://www.usr.com/products/networking/router-product.asp?sku=USR8022>

All products will require an external modem of your choice. As some have
discovered, a WinModem will not suffice.
