The "Watermark" command in Word always applies the same watermark to all
sections of the document, even if you've previously turned off the "Same As
Previous" switch in the headers. The only way to avoid that is not to use
the Watermark command, but instead create the watermarks manually.

The important point is this: A watermark is nothing other than a floating
picture anchored in a header. It's usually sent to a drawing layer behind
the text, and set with low contrast and high brightness to appear "washed
out", but that's optional.
Knowing that, you can set up your own watermark for a single section. Open
the header pane of the section. Make sure its "Same As Previous" is turned
off (as well as that of the section that follow it, if any) to isolate it
from the other sections. With the cursor still in the header, use the Insert
Picture > From File command or the Insert > Picture > WordArt command to
insert the desired picture or text. Set its text wrapping to Behind Text,
and format it in any other desired ways. Drag it into the middle of the
page, and close the header pane.
