What version of PowerPoint are you using? In PowerPoint 2000 you would
select the picture and then go to Format > Picture and click the picture
tab. Under Image control set the color to Watermark. In PowerPoint 2002
set it to Washout.
 
How do I turn a picture into a watermark??

There's a watermark option on the Picture toolbar in PPT
2002. It's called "washout." View/Toolbars to show the
picture toolbar.
