Yes, but not directly by using the Watermark command.

One way would be to use the Watermark command to insert the watermark in the
header; then cut it from the header, switch to the footer area, and paste.

Another way is to recognize that the Watermark command simply inserts a
picture or WordArt that is anchored in the header and centered in the page
(see http://sbarnhill.mvps.org/WordFAQs/AnchorToHeader.htm for the
concepts). You can create your own picture or WordArt that's anchored in the
footer, and format it Behind Text and washed out.

Further to Jay's response, note that a header or footer can be anywhere on
the page not merely at the top or bottom respectively.
