Watermark Problem - Word 2003

I have a document that has a watermark. I want to remove the watermark. I
went to Format --> Background --> Printed Watermark --> and I selected no
watermark and apply. The watermark is still on the document. Any
suggestions on how to remove it or why it's still there would be great.

View > Header and Footer.
Click on the watermark.
Press Delete.
