Watermark Problem in Word 2007

I am creating a new template in Word 2007 which has a different header/footer
on the first page. I'm trying to insert a Draft watermark throughout the
document, but every time I add it to the first page it disappears from pages
2-5, and vice versa. How do I get it to appear on all the pages? There are no
section breaks within the document.

Insert it in one of the two headers (either first-page or other-pages). Open
the header pane, click on the watermark to select it, and copy it. Go to the
other header and paste.

In my opinion the behavior of the Insert Watermark dialog is a bug, but MS
seems to think it's "as designed". Go figure.

I was able to solve this problem using a solution I found online
(http://www.lockergnome.com/windows/2007/04/23/add-a-watermark-in-word-2007/,
post by Teresa). Basically I selected the draft "picture" and manually pasted
it in the other section. It worked fine.
