Draft Watermark in different sections (Word 2007)

My document has 2 sections. Is there a to get the "draft" watermark on all
pages of my document? Right now, any time I apply the watermark to one
section, it deletes it from the other. As a work-around I have created a
WordArt watermark and placed it in the header of the section without the
automatically generated one, but there's got to be a better way.

The "automatically generated one" is just WordArt anchored to the header
anyway.
