wallpaper

I want to set a certain .bmp files as the wallpaper.

I right click on the desktop, choose background and find the correct .bmp
image I want to load. Once I pick the .bmp image and say ok, I still see the
blue background screen. The image was there on the preview.

How come it never changes it.

Go to the Display applet in Control Panel and look on the Desktop tab.
Click on Customize Desktop, and then click on the Web tab. You will see
that there are checkmarks next to "My Current Home Page" and probably
"Lock Desktop Items". Uncheck these, Apply/OK out. It would also be
smart to do some computer maintenance/housekeeping if you haven't done this:

Under control panel, display properties and the desktop tab, I went to
customize. Under customize, ther is a general tab only with desktop icons
with check boxes and a clean desktop. For the check boxes, under desktop
icons there is My documents, My computer, My Network Places and Internet
Explorer. I do not see my current home page.

= Right click Desktop select Properties and on the Display properties click on
Desktop Tab then click Customize Desktop.
On the Desktop Items click on Web Tab and be sure all boxes unchecked there.
Then click on Appearance Tab then Effects button. On the Effects window be
sure the settings been set to suite your requirements.

Also on the Registry:
Open a run command and type in:
regedit.exe click [OK

In the right Pane/Window locate and Double click the value named
"NoChangingWallpaper" Set it to (0)

"NoChangingWallpaper" > Set it to 0
