Wallpaper Stuck on Color

I am unable to Browse or Select a listed image. The buttons appear to be
off-limits. Does anyone know what switch I have to hit to turn them back on?

Item 142. Righthand - Allow Wallpaper/Background Changes
Save the REG File to your hard disk. Double click it and answer yes to the
import prompt. REG files can be viewed in Notepad by right clicking on the
file and selecting Edit.
