Corrupted theme and wallpaper

I am recently experiencing an annoying problem: I cannot change the wallpaper
pics.
I tried all I can think of, but the dialog box is stuck and I cannot browse.
Even if I switch to another theme the problem persisits. Active desktop is
not set and the web desktop option it is not locked. It looks as if the image
file was deleted or is corrupt. I also cannot open a pic, right click on it
and set it as wallpaper. It is STUCK!
A simple blue background is always present, but when I turn off the computer
I can see the original wallpaper for a sec. It looks as burried under this
blue background.
I use Win XP Home edition, Pac2, on Dell Dimension 4500, with 512 MB RAM.

1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to "Not Configured"

1. Open Regedit
2. [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4. [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3

Thanks for your excellent response!
1) Before your answer, I could not find any references to my problem on the
web. There were many discussions but none exactly mine. It seems that you
need to know where to look!
2) As Microsoft says it indeed happend after removing a virus or worm by
Norton.
3) There is no such file as "gpedit.msc" on my computer. The search function
did not locate it, neither I could.
4) I did not find the following things (neither set or unset) as well:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
In the right-pane, right-click the NoDispAppearancePage value if the value
exists, and then click Delete.
Repeat step 3 for the following registry values if these values exist in
the registry:
• NoDispCPL
• NoDispBackgroundPage
• NoDispScrSavPage
• NoDispSettingsPage

You cant.


This program is only on Windows XP Professional Edition




OK.. that means these things are not set.
Click Start > Run > Copy/Paste the following lines one/by/one and click OK after each :
reg.exe export "HKCU\Software\Microsoft\WIndows\CurrentVersion\Policies" "C:\CU_Poli.reg"
reg.exe export "HKLM\Software\Microsoft\WIndows\CurrentVersion\Policies" "C:\LM_Poli.reg"

Then upload the files CU_Poli.reg and LM_poli.reg somwhere,e.g. :
[URL:http://sendspace.com]
