wallpaper policies not working right

Hi everybody!

At my company, we have windows 2000 domain, and windows 2000pro/XP
workstations. We've set up policies so that the corporate wallpaper is
displayed on the computers. However, I've noticed when the computers are
locked, (Win+L, Ctrl+Alt+Del -> Lock computer) the wallpaper is changed.
Sometimes, all blue color appears, sometimes another wallpaper the user
(somehow) put. I think this is because when locking, active directory no
longer renders the desktop, but the standard windows desktop is shown.
Anybody knows how to avoid this, and always show the corporate wallpaper??
