User event logging & changing wallpaper

Would any body be able to help me in this regard. I have created a new
OU in my domain with restricted user rights. Then created a Group
policy object named. Then moved one of two users into that OU. On
Clicking the Edit button of that GPO I have made some restrictions/
policies which fail to take effect:-

1. Logging on/ off event log fails to log the events. Computer
Configuration > Windows Settings >Security Settings > Local Policies
Audit Policies > Audit logon events the steeings has been made to
'Success, Failure'. Still I am unable to find the respective
Logon/Logoff events in the event logs !

2. Desktop Wallpaper falis to take efect. User Configuration >
Administrative templates > Desktop > Active Desktop > Active Desktop
wallpaper has been enabled and wallpaper path has been specfied. But
it fails to load up on the background of the users ! Is it at all
possible to change the wallpaper of the users from the server ?

I am using Windows 2000 server SP3 as my server OS and Windows XP SP2
as my desktop OS.

Several different problems.
To audit security events on a computer, change the policy applying to the
computers in Default Domain Policy or Default Domain Controller Policy or
one of the standard domain security policies
Wallpaper has many problems. Search in Google for Change Wallpaper. It can
be set, but it is very difficult to prevent it being set back. We use a
logon script to set the Desktop Wallpaper in HKCU registry.
