Wallpaper not changing

I need help.
When I change the wallpaper it does not display. Even if I click Apply.
If I right click on the desktop then left click on Refresh the new
wallpapers does display.
Is there a setting I need to change so that the new wallpaper displays when
I change it?

Download MULTI_AV.EXE from the URL --
http://www.ik-cs.com/programs/virtools/Multi_AV.exe

To use this utility, perform the following...
Execute; Multi_AV.exe { Note: You must use the default folder C:\AV-CLS }
Choose; Unzip
Choose; Close

Execute; C:\AV-CLS\StartMenu.BAT
{ or Double-click on 'Start Menu' in C:\AV-CLS }

NOTE: You may have to disable your software FireWall or allow WGET.EXE to go through your
FireWall to allow it to download the needed AV vendor related files.

C:\AV-CLS\StartMenu.BAT -- { or Double-click on 'Start Menu' in C:\AV-CLS}
This will bring up the initial menu of choices and should be executed in Normal Mode.
This way all the components can be downloaded from each AV vendor's web site.
The choices are; Sophos, Trend, McAfee, Kaspersky, Exit this menu and Reboot the PC.

You can choose to go to each menu item and just download the needed files or you can
download the files and perform a scan in Normal Mode. Once you have downloaded the files
needed for each scanner you want to use, you should reboot the PC into Safe Mode [F8 key
during boot] and re-run the menu again and choose which scanner you want to run in Safe
Mode. It is suggested to run the scanners in both Safe Mode and Normal Mode.

When the menu is displayed hitting 'H' or 'h' will bring up a more comprehensive PDF help

Maybe, but I doubt it.

I wish it were that simple.
Restarting the computer doesn't change the situation.

Thanks also to David.
I was just starting the Multi_AV procedure. I'll let you know if this
changes the way the wallpaper works.

I have observed another detail:
When I change the wallpaper the new one flashes very briefly on the screen
then the old one returns.
Then, when I Refresh the new one appears.

Hi Dave,
Well, thanks for the drive cleaning. It found 3 Trojans in some old
archived .zip files.
But, it did NOT solve the display refresh problem.
Should I reformat HDD and reinstall?

Please fully describe the the name and location of the ZIP file loaded with Trojans.

I don't thbk you need such a draconian action as that just because you can't change your
wallpaper.

Please examine the system for any software that sets "themes" or background wallpaper
settings.

I also suggest logging into another accoyunt and seing if a wallpaper alteration is possible
in that account. If you don't have a secondary account, create one just for the pupose of
this test.

Creating a new account fixed the wallpaper issue.
For That account I Can change wallpaper.

The only wallpaper program I had was WebShots.
That was removed before this issue started.

So they were Sophos' detections.

It points to a problem with the User Registry dealing with the ability to change the
wallpaper and is NOT a problem with the OS.

regsvr32.exe /i shell32
regsvr32.exe /i MSHTML.DLL
regsvr32.exe /i SHIMGVW.DLL

The second gave this:
MSHTML.DLL was loaded, but the DIIRegisterServer entry point was not found.
MSHTML.DLL does not appear to be a .DLL or .OCX file.

The following Policy locations are places to look...

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

If it was a DLL that needed Registration, I think it would be a systemic problem and would
have shown up when you created a test account. You wouldn't have been able to change the
wallpaper successfully.

This is normal. MSHTML.DLL can't be registered if you have IE7 installed.
Secondly, as Dave said, the Wallpaper issue in your case seems to be an user
specific problem. DLL registration are per-system based, so not required.

Nothing I change seems to work.

Start, Control Panel, Display, Settings, Advanced, After I change
display settings has three options.

Which of the three is checked?

Thanks for the advice Gerry,

But, it's not the answer. It's set at "Apply without restarting."
It's not the display settings that are the problem it's the Wallpaper
refresh.
Is there is a setting for "display the new wallpaper without refreshing?"

If you change the settings do they change. Just wondering
whether you are seeing all of the problem.

If you create a new User Profile do you see the same problem?
