Waiting endlessly for dial-up tone

I have an IDSN-line with dial-up with modem.
Starting up the system (so after the system-startup but before the
user-login as an 'administrator'), makes my modem resulting in a 'no dial-up
tone). After some time (a couple of minutes, variable), whatever case, all
becomes OK, I have a steady modem, but I have lost a twenty minutes before
the modem says it's all OK.
How does this come, and how to prevent or arrange this?

If there are any ISDN experts, you'll probably find them somewhere like
comp.dcom.isdn.

ISDN is a technology that got replaced by cable / DSL broadband.

Your ISDN provider should be involved here too.
