W2K & WinXP bootable CDs that are slipstreamed

I'm trying to create a bootable CD (we have both W2K and
WinXP enterprise) that has SP4 and our "usual suspects" of
security patches slipstreamed.

I've read the forums and the Knowledge base articles and I
understand how to do this utilizing a network install, but
because of our security issues, we can't perform the
install this way. I'd like to do it via the bootable CD.
