w2k startup slowed down by network

My w2k (same with wxp) becomes very unresponsive for about 30 secs after it
starts up and I log into it. I found this related to the network...

Details...

<How it feels and looks like>

I start up windows and log on to it. Windows shows the desktop, loads all
what it needs by default.

Then I try to open the settings->control panel (another scenario: launch
outlook express and receive mail). Here the windows kinda stops, the control
panel doesn't open (in the other scenario: dialup window doesn't show up).
At this moment no disk activity is done, I can move the mouse pointer, but
whenever I want to open or run anything by clicking, nothing happens. The
windows gets utterly unresposive to any of my commands.
This lasts for as long as about half a minute, then something happens, and
things continue to work where they stopped. E.g. the requested windows open
and show up, programs run, etc.
And if I just start up windows (it gives me the log on dialog window) but I
wait this half a minute before logging in, everything is OK after log in.
E.g. it doesn't matter whether I log in or not. Windows does some work of
its own, yet it's unclear what it does or waits for. All the installed
devices are properly configured and working (drivers installed for gfx card,
modem, sound card, network card, no question marks shown in control panel ->
.... -> system -> ... -> device manager).

Now, I took someones advice to check whether there's any device in the
system that makes the problem... I finally ended up with the network card
being the issue...

If I remove the network card from the computer or simply disable the network
card in the device manager, then windows starts up normally, w/o any
irritating delays...

<Technical details>

- PC is a Celeron 600 MHz (MB is 6VIA90A1 with VIA 694X chipset),
- network card is Realtek RTL8029 PCI ethernet adapter,
- OS is w2k pro (no SP or SP4) or wxp pro (w/o SP),
- network configuration: workgroup with two computers (this and another that
has the same network card), the PCs are connected with a coaxial cable.

Another problem, which I have, is that it takes long for my computer (w2k)
to see the other computer (wme) in the "Entire Network/workgroup/" or
"Computers Near Me" windows when both PCs are up and just logged into the
network. It's far more faster to access the other PC by just typing the
direct path to the resource of the other computer in the windows explorer or
command line, like this: \\PC2\SharedFolder\ .

If I'm not mistaken, this problem appeared after I upgraded OS from w9x to
w2k (I changed network cards at that time as well 'coz one broke (the
previous cards also were RTL8029 PCI)), but I'm not sure what settings I
should tune if this is tunable at all.

I'm wondering whether this can have to do with the network configuration. At
work all the companie's PCs are connected into a network domain with a
server and they also seem to use same kind of cheap ethernet cards, yet
there's no slow down/delay problem on any of the w2k PCs.

Can this be workgroup vs domain issue? What should I try or do?

Any ideas?

OK, I know this is dumb but at least the first part of the problem has just
been successfully eliminated. I had to assign fixed IP numbers to the PCs
and a short subnet mask (255.255.255.252). No delay in windows operation at
startup. Wow!
