w2k installer problem

I cannot install anything on a desktop because it is saying:

"Microsoft .NET Framework setup needs to update the microsoft windows
installer components before setup can continue. proceed with installation?"
I choose yes.
Next message:

Setup cannot access windows installer components. Setup cannot continue.
Next message:

4099: Error installing microsoft(R) .NET Framework. Windows installer is
not installed properly. Due to the improper installation of windows
installer, the installation of the .NET Framework cannot continue.

If anyone can help me fix this I would greatly appreciate it. I know it is
a simple download somewhere but I am haveing a hard time finding it. Thank
you for your time.
