W2K - Can't initialize add/remove programs: Add/Remove Windows components

W2K - Can't initialize add/remove programs: Add/Remove Windows components.
Message box that pops up says:

"Setup library msgrocm.dll could not be loaded, or Function OcEntry could
not be found. Contact your system administrator. The specific error is
0x7f."

Anyone have any idea what this is? TIA
