Error Message and no resolution via MS Support Chat

This error occurrs when trying to add or remove Windows components via
Control Panel / Add or Remove Programs tab:

"Setup library comsetup.dll could not be loaded, or function OcEntry could
not be found. Contact your administrator. The specific error is 0x7e."

Can anyone give me a clue here? If you can I'll gladly pass it along to
the MS support techs that can't figure it out. . .

The DLLCache folder maintains a copy of comsetup.dll. If so, copy the file
to the following location:

C:\windows\system32\setup\

Note that the DLLCache folder is located at:

C:\Windows\system32\dllcache\

If that does not help, expand a the file from Windows XP CD-ROM
