W2k and Dial uip Account

Hi, hop;e this is best forum for my problem.
Computer has a HSP56 Modem riser and when I create a dial up account andtry
to connect, modem is refusing to recognise dial tone.
I have:
Check rise in another computer - works great. Other computers riser which
was working doesn't work when switched to troublesome machine.
Modem diagnostics indictae that modem is talking to computer
Cable and Telephone socket checked and OK

Anyone any ideas please!

Modem Risers make poor modems.
Why not just spend $20 and get a PCI modem that works.

I would if I could - no internal slots - only 1 in computer and netywork
card is using that.
