VPN Server's Speed is never over 28.8

I am running a xp machine and set it up to accept
incomming calls. The machine's internet connection comes
from ICS on another computer. Everything is set up and
works, only one problem. does not matter where i connect
from local, remotely, even from the local host. The RAS
Server (Dial In) Interface's Link Speed is never greater
than 28Kbps (this is what it shows on the networking tab
in the task manager). The connection speed from the
connecting computer is different (much higher).

The Internet connection is a dsl line 640up/240down
The Local network is 100mbit

Why is it doing this and how can i fix it

The link speed you see in Task Manager will always be
incorrect, it's there so you can see the other columns
(like bytes/sec, etc). The OS has no way to determine
the actual speed of the incoming connection, especially
if it's a VPN connection (VPN connections will have
varying speeds depending on the path the VPN connection
takes over, for example, the Internet).
