VPN Server without Domain Controller

Can I set up a VPN server without the presence of a domain controller? I have
a machine running Win 2000 server that is not set up as a domain controller
(of any kind) and I am trying to set it up as a VPN server so as to access a
shared drive within it remotely.

Is this possible?

Sure, the RRAS can be any windows server in the domain or workgroup.

Hi Robert,

This is the scenario. This is a stand-alone machine and I want to connect
to it remotely via VPN and access a shared drive in it. How do I go about
doing this? I am able to connect to the machine but it fails at the
authenticating stage. That is why I was asking about the absense of a domain
controller.

I keep getting the "well-known" Error 721 and it talks about a problem with
PPP conversion.

In most cases, VPN error 721 is not authenticating issue. It is more likely GRE issue. This search result may help,

VPN error 721Error 721: Remote PPP peer or computer is not responding. .... reloading hardware and re-installing the VPN or dial in connection, you still get the same ...
