VPN routing issue

I have two remote users connecting to one W2K VPN Server in a small office
network. The server sits behind a modem and DSL router acting as the DHCP
server for the office. I have network folders for folks in the office to
connect to. I have two NICs on the server (one configured for VPN and one
LAN). It seems either folks in the office can connect to the server and the
folders, or the VPN clients can log into the server, but not both. What's
the conflict?

Are you saying that, once a remote user connects, local clients cannot
find their folders or sometimes cannot log in?

See KB 830063 "Name resolution and connectivity issues.. Routing and
remote Access service and DNS installed."
