VPN options disabled when trying to setup my VPN

Steps I go through:
1) Click on "Control Panel" icon from the Start menu
2) Click on "Network Connections" icon
3) In "Network Tasks" side panel, I click on "Create a
new connection" icon
4) I click next on the initial "New Connection Wizard"
screen
5) I choose the middle option "Connect to network at my
workplace" since I am setting up my VPN
6) Next 2 radio buttons are disabled

Does anyone know why this might be the case?
