vpn & ipsec problems

I have RRAS setup as a vpn server and PPTP works great.
I have a standalone root server on my domain. I
requested an IPSEC cert and installed it in the local
machine store on the vpn server. When to a remote
computer and requested an IPSEC certificate and put that
in its' local machine store.

When I force the connection to be l2tp it gives me an
error 792 the l2tp connection attempt failed because
security negotiations timed out.

Anyone have any ideas on how to get this to work???
