I have a standalone root on my domain. What kind of
certificate do I issue to get L2TP to work with IPSEC.
Do I issue two certificates and install one on the vpn
server and one on the remote client?

An IPSec cert will work. It needs to be a machine cert. Both the client and
server will need certs.
