vpn in a peer-to-peer-way

Hi,
I have two Windows machines, running 2000 Professional and XP
Professional, with xDSL-connections at two different locations that I would
like to connect via VPN. Is it possible to do this in a peer-to-peer-way
using functions built into Windows, like L2PT/IPsec? Or must one of them
act server and the other client?
What features must the firewalls at each location support for me to do
this in a safe way?
 
You can configure both the machines with Allow Incoming Connections and
select the VPN option
also.

Where do I do that?
You can use PPTP to connect easily from one machine to the other and vice
versa.

Not IPSec?
GRE IP Protocol 47

What's GRE? Never heard of it before?
