I have a 400 user domain with 1 exchange server. I have 83 remote offices
that have peer to peer networks (usually 2 - 4 computers). They use a
hardware vpn solution to connect to my network. They do not log into the
domain - the only access they need is to my exchange server. So my
questions are:

What is the easiest way to manage the mutlitple user id's on each machine?

I currently have a password policy on the domain but I do not want these
remote users to be affected by it - how can I get around this?

Maybe I don't understand your configuration correctly, but if the remote
machines are not members of the domain and don't login to the domain and if
their only relationship to other machines at a given site is via a
peer-to-peer network, then

1) The domain's password policy does not effect on remote machines and there
is nothing to "get around".

2) You are limited to logging in on each machine to manage its accounts.
Netmeeting's Remote Desktop can work, but you'll have to access the remote
machines when no one is using them.

If there is an domain password policy will this not effect their AD Exchange
password? If it expires how do I get them to change it. Sorry for the
confusion.

Yes. There is no such thing as an Exchange Account,...Exchange simply uses
the Active Directory Accounts.
