VPN error 721

I'm trying to set up a vpn connection, both the server and the client
are running windows xp, port 1723 is forwarded to the server's static
ip address. VPN pass through on the di 624 is enabled, GRE protocol
seems to be enabled, the appropriate ports on both the windows firewall
on the server and the router have been opened, and forwarded where
appropriate. Any suggestions?
