voxacm codec install

I have just switched to a new box with XP and SP2. I want to get access to a
web radio station that streams with the voxacm codec. It appears to be on
microsoft's codec server but is blocked by windows because the publisher is
unknown. What is the safest way to get around this problem and download the
codec?

Maybe provide the link for this web radio station and someone can help
more. First thing that popped into my head was make this site trusted
site in your IE options but without knowing what this is, that might not
be best.

I tried your suggestion but that did not work.
The actual path is

I get the message that windows blocked it because the publisher was unknown.
